You do need to use ActiveSync to install programs. The emulator functions as
if you have a device actually connected to your PC. You need to follow the
usual instructions for installing programs to Pocket PC. Usually this
involves downloading a file to your PC, running the .EXE file, and then
running ActiveSync to install the program on the device.
