Microsoft used to produce an emulator for each of their developer
kits. These were very buggy and of no use to anyone but developers.
The newest emulates actual hardware far more closely. I think it is
still aimed primarily at developers, and thus not easily used by
others. I'm surprised ARM and/or Intel let Microsoft distribute such a
good emulator. I suspect anyone who tried to do better would hear from
Microsoft, ARM, and/or Intel lawyers.
